CBD resulting from exposure to low-beryllium content copper demonstrated restrictive lung and low diffusion capacities, and a biopsy specimen showed epithelioid cell granulomas and alveolitis. Questions have arisen over the avoidance of additional lung exposure of beryllium and its effectiveness in preventing lung disease. Indeed, workers persistently exposed to beryllium in factories by working with beryllium oxide, alloy and/or metal are constantly at risk of lung disease. Usually, due to side-effects of the treatment regimes, treatment of beryllium disease with corticosteroids or other immunosuppressive therapy is delayed until abnormalities are detected. The response to long-term corticosteroids in CBD, quite like that in sarcoidosis, is variable.

Unlike the “visibly contaminated” language used in paragraph of the proposal, which has been removed, OSHA has determined that it is appropriate to use the same language here. Because the purpose of PPE is to serve as a barrier between an employee’s body and ambient or surface beryllium, PPE becomes contaminated with beryllium immediately as part of its protective function. Requiring PPE to be changed upon contamination with any amount of beryllium is unreasonable and unnecessary to protect employees. This is because contamination of PPE with beryllium during work processes does not reduce the effectiveness of PPE or create hazards to employees unless sufficient beryllium accumulates on the PPE to impair its function or create additional exposures, such as by dispersing accumulated beryllium into the air. Furthermore, the process of changing contaminated PPE can create opportunities for both inhalation exposure and dermal contact with beryllium.
